The decision-making procedures of the European Union (EU) and many of its institutions, bodies and agencies operate in a mode of functional duplication (according to Georges Scelle’s concept) of the holders and agents of the executive power of the Member States, who act as organs of the States and, at the same time, of the Union. The EU functions as a form of executive federalism similar to that of Germany, with all the problems of an interlocking political system (Fritz W. Scharpf’s Politkverflechtung). The development of European integration has strengthened the national executive in relation to the parliament and local and regional authorities. But this strengthening has been accompanied by a blurring of lines of accountability which complicates the implementation of executive responsibility.<\/p>\n\n\n\n
Procedurile decizionale ale Uniunii Europene (\u201eUE\u201d) \u0219i ale multora dintre institu\u021biile, organele \u0219i organismele sale func\u021bioneaz\u0103 potrivit unei dedubl\u0103ri func\u021bionale (conform teoriei expuse de Georges Scelle) a titularilor \u0219i agen\u021bilor puterii executive a statelor membre, care ac\u021bioneaz\u0103 simultan at\u00e2t \u00een calitate de organe ale statelor membre, c\u00e2t \u0219i ale Uniunii. UE reprezint\u0103 o form\u0103 de federalism executiv, asem\u0103n\u0103tor celui cunoscut \u00een Germania, cu toate problemele induse de un sistem politic \u00eentrep\u0103truns (realitate denumit\u0103 de Fritz W. Scharpf Politkverflechtung). Dezvoltarea integr\u0103rii europene a consolidat executivul na\u021bional \u00een raport cu parlamentul na\u021bional \u0219i cu autorit\u0103\u021bile locale \u0219i regionale. Aceast\u0103 consolidare a fost \u00eenso\u021bit\u0103 \u00eens\u0103 de o atenuare a demarc\u0103rii responsabilit\u0103\u021bii, ceea ce complic\u0103 punerea \u00een practic\u0103 a r\u0103spunderii executivului.<\/p>\n\n\n\n
